在web方式，其实不用按照第二种来解决，按照第一种来解决。
首先把message文件放在src/locale下面，有message.properties,message_en_US.properties,message_zh_CN.properties。

ResourceBundle.getBundle("locale.message");

"locale.message" 这个是package的路径。
