解决思路：在本地库中装载maven-archetype-webapp-1.0.jar
第1步.从[url]http://mirrors.ibiblio.org/pub/mirrors/maven2/org/apache/maven/archetypes/maven-archetype-webapp-1.0.jar[/url], 或者 [url]http://www.java2s.com/Code/JarDownload/maven-archetype/maven-archetype-webapp-1.0.jar.zip[/url]
下载最新版maven-archetype-webapp-1.0.jar
第2步.cmd窗口执行[color=darkblue]mvn install:install-file -DgroupId=org.apache.maven.archetypes -DartifactId=maven-archetype-webapp -Dversion=1.0 -Dpackaging=jar -Dfile=/mnt/D/DevTools/jar_to_local_maven/maven-archetype-webapp-1.0.jar[/color], [color=red]记得打开setting.xml的代理ssh代理,才能下载其他依赖.[/color]

I had the same problem. I fixed it by adding the maven archetype catalog to eclipse. Steps are provided below:

Open Window > Preferences
Open Maven > Archetypes
Click 'Add Remote Catalog' and add the following:
Catalog File: [url]http://repo1.maven.org/maven2/archetype-catalog.xml[/url]
Description: [color=darkblue]maven catalog[/color]
