python中if,else问题

这是这两段代码是检测强弱密码的，要求至少8位字符且必须包含大小写字母和数字。
第一段代码，没有使用else语句，执行正常。

第二段代码，使用else语句，会出问题，不知道是不是BUG，
代码在执行完if语句后，居然还能执行else语句，很奇怪。
