Question10：浮点数转有效精度浮点数的字符串(Python)

涉及到数据统计，浮点数的有效精度是经常用到的。浮点数小数后面的位数是不定的，跟平台相关。大多时候，对于我们的数据显示是没有多大用处的。所以需要去掉，并转化成字符串显示。
