下载whl到本地，然后安装

下载地址https://github.com/fo40225/tensorflow-windows-wheel
我是直接下载到C盘后 在命令窗口输入下面的命令

pip install --ignore-installed --upgrade /tensorflow-1.14.0-cp37-cp37m-win_amd64.whl
