Kepler.gl3.0设置默认显示中文语言

修改ui-state-updaters.ts文件内容

文件路径
kepler.gl/src/reducers/src/ui-state-updaters.ts

把locale: LOCALE_CODES.en,改成locale: LOCALE_CODES.cn
