先看报错：

android.util.AndroidRuntimeException: Calling startActivity() from outside of an Activity  context requires the FLAG_ACTIVITY_NEW_TASK flag.

大概就是需要添加：

FLAG_ACTIVITY_NEW_TASK

为什么要添加？为啥平常写就没有出错，在service或广播等就会出错，先看源码startactivity会走向哪里

 public void startActivityForResult(@RequiresPermission Intent intent, int requestCode,
            @Nullable Bundle options) {
        if (mParent == null) {
            Instrumentation.ActivityResult ar =
                mInstrumentation.execStartActivity(
                    this, mMainThread.getApplicationThread(), mToken, this,
                    intent, requestCode, options);

会走到startActivityforresult这个方法

最终结果：

 // be launched in.
        if ((intent.getFlags()&Intent.FLAG_ACTIVITY_NEW_TASK) == 0
                && options != null && ActivityOptions.fromBundle(options).getLaunchTaskId() == -1) {
            throw new AndroidRuntimeException(
                    "Calling startActivity() from outside of an Activity "
                    + " context requires the FLAG_ACTIVITY_NEW_TASK flag."
                    + " Is this really what you want?");
        }

上面判断&FLAG_ACTIVITY_NEW_TASK所以会出现以上错误。
