将mysql的character-set-server的latin1改为utf8

我的是MYSQL免安装版（或解压版）的。
免安装mysql的目录下只有一个my-default.ini，而且打开也没有character-set-server
把它拷贝一份，并重命名为my.ini

我的my-default.ini，最初的内容：
