在struts2-core-2.3.16.1.jar下面的default.properties文件里配置了一些Struts2里面的常量。

1. Action的扩展名：

	<constant name="struts.action.extension" value="action,do,wang,"></constant>

2. 编码：

<constant name="struts.i18n.encoding" value="utf-8"/>

3. 开发模式：

<constant name="struts.devMode" value="true"></constant>

4. 引入其他配置文件

<!-- 可以在建一个配置包struts.configuration里，然后比如system.xml，里面是这些struts.xml里的数据 ，然后再struts.xml里使用include来获取-->
	 <include file="struts/configuration/system.xml"></include>
