故障表现：tomcat可以正常启动，但是浏览器显示找不到页面，404。

故障表现：tomcat可以正常启动，但是浏览器显示找不到页面，404。
经观察发现tomcat启动时控制台出现错误提示：
严重: Dispatcher initialization failed
严重: Exception starting filter struts2
严重: Error filterStart

原因：经排除发现，一个新的配置文件有问题，把他注释之后，可以正常使用。最后发现，是action的class属性中没有写包名。
