然后使用mid3iconv工具

  --force-v1            Use an ID3v1 tag even if an ID3v2 tag is present
  --remove-v1           Remove v1 tag after processing the files
  -q, --quiet           Only output errors
  -d, --debug           Output updated tags

mid3iconv -e GBK *.mp3

将MP3的TAG编码转换成GBK编码，乱码原因是windows下一般MP3的TAG编码为 GB2312.
