strategy 战略，是指用于全局性策划与指挥大规模作战的军事指挥的科学与艺术。而

tactic 战术，使指为达到一个目标所采取的一项应急措施；一种策略。
英文解释如下：
"Tactics" usually refer how troops are utilized in a given battle, whereas "strategy" describes the mix of troops, 
the location of the battle, and the commander's larger goals or military doctrine。
