Spring boot 2 项目启动不了。报Unable to start ServletWebServerApplicationContext due to missing ServletWebServerFactory bean。错误

有的人说缺@SpringBootApplication 有的人说缺@EnableAutoConfiguration 自动配置的注释。
但我都添加了还是出错，启动不起来。后来看到有人说是嵌入的Tomcat启动不起来的问题。

我把provided这一行注释后发现项目就能启动了。但找不到是什么原因导致的。
我用的IDEA2017.1有这问题，但换成2018.3好像就没出这种问题了。
