Statement labels may not be used in build scripts.
In case you tried to configure a property named 'compileSdkVersion', replace ':' with '=' or ' ', otherwise it will not have the desired effect.

 

compileSdkVersion :28
buildToolsVersion :"29.0.2"
defaultConfig {
    minSdkVersion  :   21
    targetSdkVersion : 28
}

去掉：号就好了

compileSdkVersion 28
buildToolsVersion "29.0.2"
defaultConfig {
    minSdkVersion     21
    targetSdkVersion 28
}
