窗口置顶/取消置顶工具

把两个生成的bin文件创建快捷方式文件， 然后右键属性， 添加快捷建， 比如F7为置顶， F8为取消置顶

然后把鼠标光标移动到要置顶的窗口， 按一下F7， 窗口就置顶了， 按一下F8窗口就取消置顶了。
