If your country, province, state, or territory defines a Software Engineer under law as someone who has obtained an engineering degree or some other credential, then yeah, you can’t claim to be one. But if you write code, any code, you are a programmer.

I know the above comparison is a little absurd, but I also think the HTML is not a programming language argument is a bit crazy.
