原因很简单：在ibatis的配置文件中不能出现小于号（>）

    <delete id="deleteByPrimaryKey" parameterType="java.lang.String">
        delete from

        where CREATE_TIME<=#{createTime,jdbcType=BIGINT} (修改为大于号)
