An instance occurred where a Cisco 3600 series AP is unable to join a WLC, due to error ‘RADIUS authorization is pending for the AP’.

It transpired that the AP was delivered in mesh/bridge mode by error. APs in this mode will not join a WLC until the an entry is created in the WLC MAC Filter list (Security > MAC Filter).

To figure out if this is the reason an AP won’t join run a debug (debug capwap events enable) and watch out for these messages:

Also, you might want to check that the system time is correct, regulatory/country matches and that the AP policy ‘Authorize MIC APs against auth-list or AAA’ is unchecked (Security > AP Policies).
