"translate_language_blacklist": [ ...
 
4. Remove the languages between the [ ]  for which you want to see the infobar again. To bring back the infobar for every language, simply replace that line with:
"translate_language_blacklist": [  ],
 
5. Save that file and restart Google Chrome.
