python中oserrorinitializing_python pandas Initializing from file failed 错误

在学习 pandas与numpy中遇到 下列代码

网上搜索发现是:

pandas.read_csv()中参数问题，一检查发现，报错中的确有提到这个函数

于是添加参数到之前输入的函数中去
