3.8 Chassis and Performancea. Engine The vehicle shall be powered with a diesel engine (Cummins ISB currently used in Canada Post Medium Trucks), that is capable of being operated on an alternate gaseous fuel, including propane and compressed natural gas. The engine shall develop sufficient horsepower and torque to satisfy the vehicle performance requirements specified herein, within the engine manufacturer’s recommended governed-engine speed. Unless otherwise specified herein, the engine shall be equipped with the manufacturer’s standard power unit components and accessories. The proposed vehicle to have the ability to set engine idle shut down at 5 minutes. The medium truck must include the ability of governing the maximum speed at 105 km/hr (65 mph).
b. Emission Control Equipment The vehicle shall be equipped with standard emission control equipment that is capable of complying with all applicable Provincial and Federal EPA and EC regulations, governing control of air pollution from new motor vehicles and new motor vehicle engines that are in effect on the date of manufacture, thereby providing a vehicle that is capable of being in compliance in all Canadian Provinces and Territories. SCR (Selective Catalytic Reduction) diesel emission control - confirm DEF (Diesel Exhaust Fluid) reservoir size and location.
c. Air Filter Air filter air restriction gauge indicator(s) shall be provided.
d. Fuel Tank Aluminum fuel tank, non-polished with a minimum fuel capacity of 250 litres.
e. Exterior Sound Level The exterior sound level of the vehicle shall not exceed 80 dB (decibel, scale A) when measured in accordance with SAE J986.
f. Interior Sound Level The interior sound level, when measured in accordance with the test procedures set forth in DOT (49 CFR, Part 393 paragraph 393.94), shall not exceed 87 dB (decibel, scale A) SOR/89-304.
g. Drive Train Synthetic lubricants in the differential(s) and transmission; sealed, non-serviceable wheel ends on all axles with extended warranty. *Note: Preferably, axles, brake and suspension components should be supported by one manufacturer, i.e.; Meritor, Eaton Fuller etc. with “Spicer SPL Long Life” main drive-line or equivalent. Front or rear wheel drive configuration. It is preferred that the vehicle’s drive train protect for the ability to incorporate future technology.
h. Transmission The vehicle shall be equipped with an automatic transmission. The transmission shall be of the heaviest duty available with a full-flow external oil cooling system designed and engineered for severe service application.
i. Brake System The vehicle shall be equipped with Hydraulic ABS disc brakes. The mechanical park brake mechanism is preferably lever activated.
j. Cooling System The vehicle shall be equipped with a heavy duty cooling system. Plastic conduit shall cover all heater hoses. Engine shall be equipped with an engine block heater that is connected to the rear body panel remote receptacle described in Exterior Section 3.10q.
k. Suspension The vehicle shall be equipped with a heavy duty suspension system having a rated capacity of not less than 100% of the maximum load imposed on each member measured at the ground when the vehicle is loaded to its GVWR. On-Board truck weighing device (sensing weight carried inside the truck) with cab mounted lit digital read-out, comparable to the Vulcan model # V-300 programmed pre-delivery.
l. Undercoating The vehicle shall have a full chassis undercoat.
m. Central Automatic Lubrication The vehicle shall be equipped with a central automatic lubrication system that lubricates chassis components. Greasing unit location under hood is preferred (Groeneveld is currently installed on CPC vehicles).
n. Wheels Heavy-duty black steel wheels shall be provided and shall conform to the recommendations of the Tire and Rim Association, Inc. for radial tubeless tires. The wheels shall be of identical size and construction. Wheel ratings must not be less than 100% of the load imposed on the wheel with the vehicle evenly loaded to its GVWR. Wheel guard to be installed (Accuride).
o. Tires No spare tire or wheel is required.
3.9 Electrical 3.9.1 Interior Lightinga. Harnesses All light wiring harnesses run inside the body shall be enclosed in looms, which are to be fully protected and secured to prevent sagging or rubbing and routed for maximum protection from the cargo. Wiring to be readily accessible for repair without removing the roof or wall linings.
b. Interior Lamp Timer The cab and cargo compartment lighting shall be connected to a 30 minute timer (maximum) and/or utilize a motion sensor to automatically turn interior lamps off when there is no movement present. A cargo compartment timer for the spotlights is to be installed in a protected location at the right rear inside of the van body.
c. Cab Dome Lamp The cab compartment shall be equipped with one 45.72cm (18”) LED light mounted to roof and centered in cab. All overhead dome lamps shall be sealed LED units, either flood or strip type. The lights shall be of such intensity and so located that a minimum of 150 lux of light be available.
d. Cargo Lamp(s) The cargo compartment shall be equipped with two LED spotlights to be installed in the upper rear inside corners of the van body, on a separately fused circuit.
e. Wiring Junction Box Where a number of interior vehicle wiring harnesses come together and are connected, a sealed Berg type junction box shall be used.
3.9.2 Exterior Lightinga. Harnesses All light wiring harnesses run outside the body shall be enclosed in looms, which are to be fully protected and secured to prevent sagging or rubbing and routed for maximum protection.
b. Identification Lamps and Brake Lamps All front and rear identification or clearance lamps shall be LED and of the mini or bullet type P2 rated and of the appropriate colour, amber front and red rear. The red rear centre three lamps shall double function as an identification lamp and a brake lamp.
c. Side Marker Lamps All front and rear side marker lamps shall be LED and of the mini or bullet type P2 rated and of the appropriate colour, amber front and red rear.
d. Mid-Ship Body Turn Signal Lamps On medium trucks 4.267 meters (14’) cargo length and greater, amber mid-ship turn signal lamps shall be installed. Lamps shall be LED and of the mini or bullet type PC rated.
e. Front Turn Signal Lamps Front turn signal lamps shall be amber LED.
f. Combination Rear Turn, Tail and Brake Lamp Rear combination lamps shall recessed in the corner posts below the reverse lamps and incorporate both turn, tail and brake lamp functions and be LED.
g. Rear Reverse Lamps Rear reverse shall be mounted above the rear turn, tail and brake lamp and be a white LED mounted.
h. Rear License Plate Lamp The rear illuminating license plate lamp shall be LED and of the mini or bullet type P2 rated and of white colour.
i. Signal and Four Way Flashers The signal and four way flasher units shall be of the heavy duty type.
3.10 Exterior Bodya. Exterior Construction Typical vehicle construction material is pre-painted white aluminum and/or composites to provide long life. All aluminum surfaces which, come into contact with steel must be adequately insulated to prevent corrosion. Suppliers offering other means of constructing a long life to withstand loading/unloading cycles and achieve the required corrosion-free body life expectancy. Supporting documents to be provided and to include expected maintenance costs for body repairs (i.e. panels, doors, windows replacement, corner caps or extrusions, etc.).
b. Wheel Chocks Two rubber wheel chocks; one per side with chains. Installed approximately 1,220 mm (4’) in front of the rear wheels and 102 mm (4”) from the outside edge of the walls. Retained by a forward facing bracket welded to a cross member. Wheel chocks to have sufficient reach for placement at the front and rear face of wheel.
c. Mud Flaps Mud flaps shall be standard black anti-sail without logos.
d. Exhaust System Horizontal under frame exhaust system.
e. Drip molding Aluminum or composite drip moldings or rain gutters shall be provided over the rear door opening.
f. Front Bumper Grey, Chrome or black steel bumper. Front mounted tow hook(s) designed to withstand pulling the vehicle loaded to GVWR without permanent deflection.
g. Cab Windshield and Glass Safety glass conforming to ANSI/SAE-Z26.1 shall be used throughout the vehicle. All windows, except side door and quarter windows, shall be glazed with tinted laminated safety glass. The slide door glass may be glazed with either tinted tempered or tinted laminated safety glass. The quarter windows shall be tempered glass. The front windshield(s) shall have an upper sun shade band. The windshield(s) may be installed into place using urethane adhesive or a windshield bonding adhesive that meets or exceeds the urethane adhesive.
h. Roof Standard bodybuilder 10% translucent roof with .060" thick roof material. The roof interior to be protected with two 12 inch protective strips evenly spaced on the roof which will overlap a roll-up door fitted unit by a minimum of 6” when in the raised open position and will run from the front to the rear when equipped with barn style doors.
i. Frame The frame of the body typically includes: 4” main frame rails (long sills) extending the full length of the body, bolted to the tailboard assembly. 4” “I-beam” cross members (cross sills) bolted to the main frame on centers of not more than 305 mm (12”). 152 mm (6”) gussets welded at each intersection between the rail and cross members (long & cross sills). The front cross member extending the full width of the van body. All under structure (frame members) to be rust-proofed before the floor boards are attached to the floor structure.
j. Grab Handles Side cab entry grab handles to assist into the cab. Rear box entry grab handles measuring a minimum of 610 mm (24”) to be installed on each side of the rear door opening. The handle is to be designed and placed to provide the widest range of ingress/egress assistance and to avoid damage to dock seals.
k. Side Mirrors The vehicle design shall be equipped with a west coast courier style mirror system to provide rear visibility to the driver from a seated position. The mirror assemblies shall conform to the requirements herein, and shall consist of convex and planar mirrors that are adjustable independently of each other. The mirror assemblies shall be complete with all attachments and necessary hardware to mount on the vehicle. All mirrors shall be adjustable for orientation around both horizontal and vertical axes. Additionally, both mirrors shall incorporate heaters that shall be manually controlled by an instrument panel-mounted switch and shall conform to the EMI limits set forth in SAE J1113. Mirror heaters shall switch off automatically after a time appropriate to defrost the mirrors.
l. Hood Mirrors The vehicle design shall be equipped with 2-hood mounted convex type mirrors with a minimum 7 square inch surface area.
m. Rear Cargo Door The vehicle shall be fit with a dry freight, light weight roll up door. Hinges to be three center rows and double ended with 50 mm (2”) long shaft rollers secured with stainless steel bolts or rivets. The door side seal shall be of “Memory” brush type and the lower door seal shall be multi rib. The door tracks are to be protected with a steel, formed pallet guard. The door to be equipped with heavy duty cam type lock and handle keeper capable of accepting a padlock. Stainless steel rear door frame with additional corner post bracing. *Note: Supported engineering data must be provided for determination of suitability of alternate materials. Creative solutions are encouraged as they relate to the rear door, accessories, and latch. The design must align with CPC’s unique usage requirements and provide driver efficiency, durability, and maintainability.
n. Tailboard The desired tailboard and bumper assemblies are flush to the rear door sill of the medium truck van body. The tailboard is approximately 102 mm (4”) deep (measured along the length of the body), made from 152 mm x 102 mm x 6mm (6” x 4” x 0.25”) high strength steel tube or structural steel angle. Welded to the rear door sill and the body frame with smooth capped ends. Provided with a threshold plate 914 mm x 3 mm thick (36” x 1/8”) covering the full door opening crimped 15 degrees at the leading edge stitch welded across the sill and fastened through the floor to the cross members. The tailboard shall have laminated rubber dock bumpers, placed as wide apart as possible that protrudes past the furthest rear-most point of the vehicle by 1 ½” to 2”. With a minimum surface area of 6” length x 6” height, the dock bumper must be serviceable from the unit backing. Final placement will be reviewed at first inspection. Tail board and bumper cannot interfere with the operation of the dock levelers (binding /catching).
o. Rear Bumper The rear bumper shall be galvanized tube type with formed uprights that are attached by bolts and be constructed to accept dock locks. The bumper shall incorporate mid anti-slip step located on both sides of the rear bumper and an anti-skid upper surface, located half way between the lower bumper step and the body floor.
p. Cargo Floor Height Floor height must be compatible with the dock and levelers at Canada Post. The finish van body floor height must be at 1,219 mm +/- 25mm (48” +/-1”) in order to interface with corporate docks and dock levelers. Assuming the height from the top surface of the chassis frame rail to the finished floor surface is 280 mm (11”), the chassis frame rail from the ground to the top of the rail should be 37” when measured at the end of the frame rail, (approx. 8’ from the rear axle center to the end of the frame rail). Van body supplier will work with the chassis supplier to conclude final dimensions.
q. Block Heater 115 v. a/c engine oil and coolant immersion type block heater with covered receptacle, routed and attached to the rear most end of the left frame rail, with the wiring extending an additional 1 meter (39 inches), beyond the frame, allowing for potential re-routing once the equipment (van body, lift gate, etc.) is mounted onto the chassis;
r. License Plate Location(s) The rear license plate shall be recessed and may be located under the body protected by the bumper. A provision for a recessed non lighted front license plate shall be included and may be on the front bumper or the hood.
3.11 Interior Body 3.11.1 Interior Caba. Entry / Power Locks Single coded ignition and door keys with a minimum of three copies supplied with each vehicle. An automatic door locking mechanism shall be provided on all cab doors. All cab doors shall also have an exterior lock cylinder that can be manually operated with a key.
b. Entry Step Minimum of two steps shall be provided before the cab entry doors. Step surfaces shall be non-slip, easily cleaned, and allow for water drainage.
c. Driver’s Seat A multi-position (minimum six position) high-back driver’s seat with air ride suspension and an integrated, fixed head restraint and adjustable lumbar support shall be provided. The location of the H-point of the seat and the seat cushion angle shall be determined in accordance with SAE J826-1995. Seat adjustment controls shall be located on the outboard side of the seat, within reach of the seated 5th percentile female and 95th percentile male. The seat cushion and back cushion shall be upholstered in a heavy duty, nylon-woven fabric (Craftex Fabric or equivalent). Seat cushion seats shall be designed and/or located so as not to be subject to early wear failure as a result of repeated operator dismounts.
d. Driver’s Seat Restraint A three point, high visibility orange seat belt assembly, with an adjustable shoulder “d-ring” shall be integrated into the design of the driver’s seat, bulkhead and/or floor. Service and/or replacement of the seat and seatbelt assemblies shall be independent of each other. Seat belt buckles or boots shall be positioned in such a manner so as to not interfere with a seat occupant when entering or exiting the vehicle. As the belt webbing passes around the outside of the seat, a line from the anchorage point to the occupant’s H point shall make an angle with the horizontal as near as practicable to 45°. The restraint system hardware, mounting, and performance shall conform to CMVSS/FMVSS 208, 209, and 210, and shall accommodate the 5th percentile female through 95th percentile male. Driver’s seat restraint shoulder belt shall be height adjustable to accommodate the 5th percentile female through 95th percentile male, confirming to CMVSS/FMVSS 208, 209, and 210. The vehicle shall be equipped with an audible seat belt reminder that shall be tamper-proof to the extent practicable.
e. Adjustable Steering Column A tilt steering column shall be provided.
f. Cab Floor and Mats The cab floor shall have rubber floor covering.
g. Cab Headliner The cab roof and side headers shall be insulated.
h. Sun Visors The vehicle shall be equipped with padded driver and passenger sun visors.
i. Radio The vehicle shall be equipped with an AM/FM/Weather Band radio located within reach of the drivers seated position. The radio shall be wired to accessory and off when the vehicle is placed in reverse gear.
j. Windshield Wipers The vehicle shall be equipped with a heavy-duty windshield wiper system. The windshield wipers shall be electrically operated, having a minimum of two-speeds, and an intermittent speed. It is most preferred that the wiper system pivot be located below the windshield and be designed to provide a wiped area, offering the greatest practicable scope of vision through the windshield during inclement weather, when based on the relative eye range contour of a 95th percentile adult male driver in the normal seated operating position. Windshield wipers shall conform to CMVSS No. 104 and SAE J198
k. Windshield Washer The vehicle shall be equipped with an electrically operated, windshield washer system with washer nozzles mounted on the body or on the wiper unit. The windshield washer bottle shall be of the largest capacity available and located in the right toe board area.
l. HVAC A heavy-duty, fresh air-type hot water heater/defroster with a minimum three-speed electric blower shall be furnished with electronic controls. A passenger HVAC outlet louver shall be directed at the companion seat area.
m. Cup Holder The vehicle shall be equipped with a cup holder. The cup holder shall be within reach of the 5th percentile female and 95th percentile male in the normal seated operating position. All exposed edges shall be rolled or provided with a radius of curvature to prevent injury. The cup holder should be durable, secure, prevent spillage, and be mounted in an area so as to avoid any potential damage to the vehicle, mail, and driver.
n. Auxiliary Power A dash mounted 12V auxiliary receptacle shall be provided. Accessories shall be the manufacturer’s standard, except as specified herein, and shall include, but not be limited to, an automotive-type 12v / USB charging port, etc.
o. Safety equipment The vehicle shall be equipped with a first aid kit mounted to the rear wall in the cab and a reflective emergency triangle kit mounted to the floor containing no less than 3 reflective triangles. The vehicle shall be equipped with a 5lb BC fire extinguisher mounted on the floor.
p. Rear Vision Camera A rear vision camera and color monitor system shall be provided. The camera shall be sealed, weatherproofed, and protected from impact with foreign objects. The camera and related components shall be as inconspicuous as practicable. It shall provide audio and visual including the entire rear bumper to an area at least 2.74 meters (9 ft) behind the rear bumper. The system shall provide a manual on and off control for the camera and monitor. The monitor should be always on when the vehicle is running and the audio shall automatically turn on when the vehicle transmission is placed in reverse. (Current Canada Post Vehicles are equipped with Zone Defense systems)
q. Rear Monitor The multi-channel monitor shall be mounted in a position similar to that of a windshield mounted rear view mirror. The monitor shall have a minimum screen size of 12.7 cm (5 inches) and be mounted in such a manner to minimize vibration, and be located such that its view is unobstructed from the seated position of the 5th percentile female through 95th percentile male, without obstructing forward or lateral visibility, or obstructing access or visibility of other instruments and controls. The monitor shall be equipped with speakers that automatically select when the vehicle is in reverse, and deselect when the vehicle is in any other gear. Mounting shall be angled to minimize neck bending (forwards or backwards) for the 5th percentile female and 95th percentile male. Although, the system shall provide a selector to toggle the channel between front, rear, and side vision cameras, the rear camera shall be automatically selected when the vehicle is in reverse.
3.11.2 Interior Cargoa. Cargo Area All interior cargo area openings shall be covered to prevent mail intrusion. Have aluminum posts of “top hat” or “Z” section spaced on 305 mm (12”) centers on the front and 61 mm (24”) centers on the sides. Have the side posts adjacent to the corners not more than 51 mm (2”) from the corners. Have an exterior skin of 0.040” pre-painted white aluminum sheet. Have side sheeting fastened using solid rivets. Have all joints caulked with non-hardening mastic compound. To have two rows of “Combination” logistic track (E & F w/25mm (1”) hole), installed at heights of 915 mm (36”) center of track and 1,830 mm (72”) center of track above the floor, recessed into the lining, for the full length of the sides and front walls and secured to each wall post. Must allow “J” type hook and size for cargo retaining straps- back end must allow for full engagement of the hook end into the track system.
b. Cargo Restraints Five complete sets of tie down straps compatible with the cargo restraint system to be supplied. Bright coloured tie down straps 4,877 mm (192”) long, with a fixed length of 1,220 mm (48”) with a minimum overall working load limit of 1,500kg (3,300lbs). Wide handle ratchet straps to have 2 inch (51mm) narrow “J” hook end fittings with a minimum working load limit of 1,500kg (3,300lbs). The webbing will be stamped “CPC/SCP” at one end in black ink.
c. Interior Cargo Protection The body walls need to be protected from a moving forklift truck, loaded with wire containers (monotainers), single, double stacked or multi stacked folded by: Placing upper and lower, protective strips along the sides and front of the van body. Protective strips to be a minimum of 610 mm (24”) high. Lower protective strips to start level with floor. Upper protective strip to be placed between the two logistic tracks. Typically 17” black recycled plastic. Front to side wall corner reinforcement to prevent separation.
d. Cargo Flooring The floor shall be flat, 35 mm (1 3/8”) nominal thickness hardwood, with one-piece full length board, with treated underside. Have an outward slope, drain holes and “duck beak” type covers or equivalent at door sill corners, to minimize the entry of water onto the hardwood floor. Secured with a minimum of two fasteners, driven just below the floor surface, at each board and cross member. Have the upper surface finished with a minimum of two coats of clear wood sealer
3.12 Painting and Markinga. Preparation for Painting All paint shall be applied to properly prepared surfaces in accordance with best manufacturing practices. The final finish shall be free from sags, runs, and orange peel effect.
b. Finish Plastic Panels All plastic or composite panels, such as fiberglass, sheet molding compound, or structural plastic hoods, shall be finished with a gel coat surface of not less than 381 microns (0.015 in.) or equivalent. Such panels are acceptable providing they are coated with a fire retardant compound.
c. Interior Painting N/A
d. Exterior Painting All exterior finishes shall be the manufacturer’s standard paint using the following paint colours: 1. White Polyurethane - Except for the underside of the vehicle the exterior shall be painted white using a single stage HVLP process. DuPont products, Sherwin Williams products or an approved equal, are required. DuPont N0295HNH (White) Sherwin Williams G2-4810410 (White) References to a brand name product are intended to indicate an acceptable quality level. An equal quality product may be acceptable but only with the prior approval of CPC. CPC reserves the right to accept or reject any or all variances 2. Black Polyurethane - The under portion of the vehicle, i.e., chassis frame, axles, wheels, and bumpers shall be painted gloss black (Dupont Imron or equal) with the manufacturer’s highest quality standard paint. Black wax coating for chassis frame is permissible. Paint samples shall be provided for approval prior to the first article inspection. All exterior painting shall be warranted against corrosion, peeling, chipping, flaking for 5 years.
e. Exterior Marking All exterior markings including the Canada Post brand, postmark and swoosh shall be manufactured and applied in accordance with CPC Brand Group guidelines. Location of all exterior markings can be found in the Canada Post Guide to Painting and Marking Vehicles. Decal material shall be 3M 690 series (or equal) not be more than 6 months old at the time of installation. Vehicle markings shall be as specified herein. Final location of all markings will be determined at pilot model inspection. All decals shall be supplied by an approved supplier. Alpine Graphics is the current approved supplier of decals for Canada Post. f. Interior Markings Unless otherwise specified, interior decals shall be of the vinyl type, silk-screen process, with a pressure-sensitive adhesive backing.
g. Safety Decal A CPC safety decal (shown below) identifying multiple safety precautions and checks to be made before operating the vehicle shall be affixed to the vehicle dash or other prominent location clearly visible to the driver. This CPC decal can be obtained from the current approved graphics supplier for Canada Post.
h. Vehicle Number Gloss black decals 5.08 cm (2 inches) in height depicting the multi-digit Postal Vehicle Number shall be affixed to the right front and left rear roof crown, and on both the roadside and curbside cowl panels ahead of the cab doors as identified in the Canada Post Vehicle Painting and Marking Guide.
i. Corporate Markings No external manufacturer’s corporate marking or model identification are permitted.
j. Marking for Shipment Must be removed upon delivery.
1.6 Power A response is required for each stream and/or vehicle type and/or BEV or PHEV option provided. Suppliers must recommend options and identify their preference for charging equipment based on the proposed duty cycle and other CPC requirements. Proposers are to identify and provide literature on charging options available and to propose and explain what they consider to be the best option, considering CPC requirements. Proposers are to provide details about charging, such as plug type, time to recharge (e.g. miles of charge added per hour), electrical consumption for a charge, etc… Proposers are to identify any related equipment available or required (e.g. charging cable or wallbox charging station, onboard charger, internal AC/DC converter, supercharger, etc.). Proposers are to identify any specific installation requirements (e.g. 240V outlet). CPC has purchased a limited quantity of vehicle charges and the compatibility of the Proposers charging options/response, may be taken into consideration.

Proposers are to identify the warranty period and terms of the warranty coverage, including coverage for the batteries. Proposer are to provide - The maintenance schedule for their proposed EV - Maintenance locations (e.g. certified garages) and mobile charging/towing services (if available) - A maintenance schedule for the charger, if applicable Proposers are to identify any maintenance tasks that they recommend CPC carry out.
