我不是很清楚你建的是windows phone8.1 的项目，还是windows10的通用项目。不过我分别建了这两个类型的项目给你测了一下，windows 10的通用应用是可以打开的，但在windows phone 8.1下是没法打开的，你需要添加WebView的ScriptNotify事件，然后手动调用FileOpenPicker API去获取图片等文件。
