1. 问题

2. 解决方法
   （1）需要删除npmrc文件

   不是nodejs安装目录npm模块下的那个npmrc文件

   是在C:\Users{账户}\下的.npmrc文件
   （2）命令

   npm install --registry=https://registry.npm.taobao.org
   

   （3）命令-清理

   npm cache clean --force
   

（4）由于npm 版本不对造成的,只需更新 npm

npm -v 查看当前版本为6.13.4
npm view npm version 查看npm最新版本为6.14.8
npm install -g npm@6.14.8 更新最新版本
npm i 最后再重新安装vue项
