关于Spring控制器声明式事务无法回滚问题

问题：Spring测试服务层能够回滚事务，而控制器的事务却无法回滚！

spring配置文件：

    <!--    开启注解扫描,希望处理Service和dao,controller不需要Spring框架处理-->
    <context:component-scan base-package="com.book">
        <!--配置哪些注解不扫描-->
        <context:exclude-filter type="annotation" expression="org.springframework.stereotype.Controller"/>
    </context:component-scan>

springmvc配置文件：

    <!--开启注解扫描-->
    <!--SpringMVC只是控制网站跳转逻辑  -->
    <context:component-scan base-package="com.book">
        <!--        只扫描controller的注解,不扫描其他-->
        <context:include-filter type="annotation" expression="org.springframework.stereotype.Controller"/>
    </context:component-scan>

此时我测试Service层的事务，能够正常回滚！，但是我打开控制器，测试却无法回滚事务，原因时我没有配置一下：
在Springmvc的配置文件加入以下配置：

    <!--开启注解扫描-->
    <!--SpringMVC只是控制网站跳转逻辑  -->
    <context:component-scan base-package="com.book">
        <!--        只扫描controller的注解,不扫描其他-->
        <context:include-filter type="annotation" expression="org.springframework.stereotype.Controller"/>
        <!--        过滤掉业务层，以及持久层，否则控制器事务无法生效-->
        <context:exclude-filter type="annotation" expression="org.springframework.stereotype.Service"/>
        <context:exclude-filter type="annotation" expression="org.springframework.stereotype.Repository"/>
    </context:component-scan>

此时我控制器事务测试能够正常回滚了！

原因：

springmvc配置文件中没有过滤掉业务层，Spring容器中会有两套@Service bean
