发现是依赖冲突的问题
因为我使用了spring cloud gateway，它是基于webflux的，如果非要web支持的话需要导入spring-boot-starter-webflux而不是spring-boot-start-web。
因此需要删除业务模块的spring-boot-start-web依赖

重启项目，成功
