关于jstl taglib的错误 Can not find the tag library descriptor for “http://java.sun.com/jstl/core”

在网上看了很多帖子方法以及结合我自己的项目，发现还是jar包的问题，具体为什么我也不清楚，如果有大神看到请不要吝啬回复我。

我原先在maven中的配置是这样

  <!-- jstl-->
  <dependency>
    <groupId>jstl</groupId>
    <artifactId>jstl</artifactId>
    <version>1.2</version>
    <scope>runtime</scope>
  </dependency>

当我从idea把项目拷贝一份导入eclipse时报错了，代码都没动的。

后来我改成这样子

  <dependency>
            <groupId>javax.servlet</groupId>
            <artifactId>jstl</artifactId>
            <version>1.2</version>
            <scope>runtime</scope>
        </dependency>
项目布报错了
