How channel is controlled for a regulatory domain? 

For example, whether ch14 is available for JP regulatory domain? Is it controlled by the table in WCNSS_qcom_wlan_nv.bin or controlled by db.txt?

It is defined in our source environment, and for our nv.bin. Our requirement is that ch14 is not available for JP regDomain. It is disabled in the regDomain table for JP in nv.bin. But the device can find AP working at 14 channel.
