解决方法(有两种):

1、src/struts.properties文件中如下配置： 如果没有struts.properties文件则创建，

在此文件下加入struts.locale=en_GB即可解决问题，已经尝试，好使！

2、在struts.xml中如下配置；

<constant name="struts.locale" value="en_GB" />
