参考如下链接里面提到的，我对照了一下自己的，发现最后一个bin目录下的没有配置。就按照他的方法重新配置了一下环境变量。

然后继续pip install opencv-python
结果由于网络的原因下载速度太慢，出现了新的报错：超时了read timed out.

这时候可以换个镜像重新安装，很快就成功了。
