git commit 时检查comment消息格式

之前大家普遍遇到在本地commit 时，由于comment消息格式写错，导致无法push的情况。

有一个策略，可以避免这种困难： 就是我们在commit时，就立刻检查comment消息格式，如果不符合，就无法commit。相当于提前检查消息格式。

所以需要大家在本地做如下操作：

1. 进入到本地 ios-yidao-user 目录
2. cd .git/hooks
3. cp commit-msg{.sample,}
4. 编辑 commit-msg, 把里面的内容全部删掉，替换成如下内容：
