CLICKHOUSE从版本20升级到V 21.2.3.15 后，使用create user 命令创建USER的时候报错：

Not found a storage to insert user `xxx`:

日志如下：

但是直接安装的 V21.2.3.15（不是通过升级而来），是正常的，没问题的；

GG了一个类似问题，但未解决；

目前来看要么只能通过users.xml来管理，要么只能重装了；
