方法一： 

[root@localhost ~]# mkdir /root/.pip
[root@localhost ~]# vim /root/./.pip/pip.conf
[global]
index-url = http://mirrors.aliyun.com/pypi/simple/

[install]
trusted-host=mirrors.aliyun.com

下载测试：

[root@localhost ~]# pip3 install NumPy
