js日期格式化改进

有一个写法写得很好，如下：

    if (/(y+)/i.test(format)) {
        format = format.replace(RegExp.$1, (this.getFullYear() + '').substr(4 - RegExp.$1.length));
    }

存在瑕疵，当输入的时间为大写H时，以及输入的时间格式包含毫秒，如：yyyy-MM-dd HH:mm:ss:SSS，现做如下改进可完美解决此问题：
