I uninstalled SP2 and now I no longer lose my restore points when I reboot

I tried turning off _ then turning on _ System Restore, then rebooting
WinXP Home Edition but this did not work.

Next, I used msconfig and turned off all of the programs running in the
background, I
rebooted, and I lost my System Restore restore points as before.

Finally, I uninstalled SP2 and now I no longer lose my restore points when I
reboot.

Is there anyway to provide feedback on this problem with SP2 to MS?
