Error : You have insufficient privileges for the current operation.

Not able to create Territory Types. get Error : You have insufficient privileges for the current operation. 

SOLUTION

1. Log in Oracle Applications with sysadmin User to access User Management responsibility to assign the required Roles to use Territory Management.

2. Navigate to User Management > Users

3. Query user name. Click Go button - record/s should appear as expected

4. Click on the update pencil icon, notice by default the user has some roles already setup but more are required.

5. Click Assign Roles button to add roles

Search roles and responsibility, roles to add or select:

select Sales Territory Administrator - access to all Sales territories and inherits the Sales Team Search User role
select Sales Territory User - access to self-service Sales UIs
select Sales Team Search User - access to self-service Sales UIs
select Service Territory Administrator - access to all Service territories
select Field Service Territory Administrator - access to all Field Service territories
select Service Contracts Territory Administrator - access to all Service Contract territories
select Collections Territory Administrator - access to all Collection territories
select Partner Management Territory Administrator - access to all Partner territories
select Trade Management Territory Administrator - access to all TM territories
select Territory Manager Application Administrator - access to enable/disable matching attributes

6. Save then apply
