maven打jar包时报update interval of XXX has elapsed or updates are force

前言

今天给项目打包时报resolution will not be reattempted until the update interval of XXX has elapsed or updates are force，重新clean也没用，我想可能和我引用外部jar包有关系

环境

jdk8，maven3.3.9

解决方法

1. 命令行方式

mvn clean install -U

2. 修改settings.xml
   添加

     <snapshots>
       <enabled>true</enabled>
