python下安装TensorFlow2.3.1失败，ERROR: Could not find a version that satisfies the requirement grpcio＞=1.

ERROR: Could not find a version that satisfies the requirement grpcio>=1.8.6 (from tensorflow) (from versions: none)
ERROR: No matching distribution found for grpcio>=1.8.6

经查阅博客说是numpy版本不够高，但是我的已经是1.18了，更新为1.19后，重新安装TensorFlow2.3.1成功。

在相同条件下，我重新安装了一次TensorFlow-gpu 2.3.1版本，并没有报错，安装成功。我有点晕了，这是为什么？难道是因为网络的问题？
