PermissionStatusFormat stores MODE, GROUP AND USER into a 64 bits long

Instead of store the user name and group name in the INode, HDFS compress permission(user, group, other), user id and group id into a 64 bits long. There are user id to user name map and group id to group name map in SerialNumberManager.INSTANCE. It can reduce the occupation of memory.
