Access to the path 'Global\.net clr networking' is denied

This issue has been fixed in the next version of the .NET Framework (4.0).

         <performanceCounters enabled="false" />
      </settings>

</configuration>

This will direct the networking classes to not try to create performance counters which doesn't work under the Guest account.
