1.1 Overview of Existing Railways
The publication of the first Railway Development Strategy (RDS) in 1994 marked the beginning of a period of rapid expansion of Hong Kong’s railway network.
So far, Mass Transit Railway (MTR) has nine lanes and one airport express. Apart from this, there are five lanes are under construction. Meanwhile, When Luohu and Lok Ma Chau stations of the Middle East Railway are more connected to the border, it is convenient for passengers to travel between Hong Kong and Shenzhen. MTR also provides light rail and shuttle bus services for the Northwest New Territories. Figure 1 is timeline of MTR from 1994 to 2002 about operation of main railway lines according to MTR official website. Kwun Tong Line, Tsuen Wan Line, Island Line, East Rail Line had already started operation before 1994.

According to Legislate council brief railway development strategy in 1994, in Hong Kong, the KCR West Rail, the MTR Tseung Kwan O Extension, and the Ma On Shan to Tai Wai Rail Link were the priority to implement. After 1994, through Figure1, Airport Express and Tung Chuang line started operation first. Tseung Kwan Line (from Po Lam Station to North Point Station) was opening to traffic in 2002. During 2003 and 2004, West Rail line and Ma On Shan line, which belong to Tuen Ma line, started operation. Tseung Kwan line (Tseung Kwan O Station to LOHAS Park Station) started operation in 2009.
