完全解决xampp 无法启动APACHE的问题。

出现此问题在google和百度查了很久也没找到解决办法。

通过自己反复的测试和修改，问题出现在关掉 6.mod_perl 模块即可。

网文中，反复测试后发现只需要启动xampp setup，但是我缺没有找到setup 功能。

自己手动在工程中找到httpd-perl.conf 将内容全都#注释。

然后启动就OK了。
