There are two steps you have to do on Solaris 11 or higher OS.
1.
root@server:~# vi /etc/ssh/sshd_configChange PermitRootLogin no to yes
example :PermitRootLogin yes
root@server:~# svcadm restart ssh
2.
root@server:~# /etc/user_attrChange root:::type= role to normal
