solution:office2007(lack of some patch) installed addIns(for all users on a machine), but not loaded

we found the saying:

A recent hotfix (KB976811 available through KB976477) for Office 2007 also makes it possible to register and load VSTO add-ins under HKLM for Office 2007. The process works exactly like Office 2010 but to make this work for Office 2007 you will have to download and install the hotfix on every machine where you want to deploy the all user add-in.

so here we go:

and we see that:

A 2007 Office system application does not load an add-in that is developed by using Visual Studio Tools for Office (VSTO). 

Note VSTO add-ins are registered under the HKEY_LOCAL_MACHINE key.

and i try what it said to fix the bug, and it worked!

个人总结一下：
office可能要求至少升级到sp3(KB976477这个补丁包未经过完整测试)补丁包
原因：
选择every one时 或者在管理员身份操作系统前提下选择just me都会导致office 2007 无法成功加载插件 

另一个可能的方案：选择just me(自行试试在管理员身份下实践)
