修改cordova底层以支持input直接打开摄像机或视频库

需求背景

cordova环境下，调用摄像机或视频库的代码与纯h5环境下不一致，这使得我们要写很多额外代码。本文用以解决这个问题。

改造过程

最终目标是兼容摄像和照相的处理。

增加操作类型判断函数getActType

增加返回值处理函数__getFileUrisByIntent

处理选择相册文件之后数据处理。此外摄像的返回值也会经过这里的intent.getData()部分
