APP-ONT-251851: Entered Hold Criteria Combination Is Not Valid Across Operating Units. When a Single OU Is Defined (Doc ID 2080013.1)

Symptoms
When attempting to create a Hold Source for an Item, the following error occurs.
ERROR
APP-ONT-251851: Entered hold criteria combination is not valid across operating units.
STEPS
The issue can be reproduced at will with the following steps:
1. Via the Order Management Responsibility.
2. Navigate: Orders, Returns > Order Organizer.
3. Tools (menu) > Create Hold Source
3. Enter Hold Name
4. Hold Criteria = Item
5. Enter an Item Number in Criteria Value > Enter 'Item'
6. Operating Unit = xxx
7. Try to apply the hold in a single Operating Unit and "All Operating Units" is not checked
Cause
The issue is caused by the following setup:
The Hold Criteria, Item, can only be used for a single Operating Unit (OU). The OU field in the 'Applicable Also To' section should not be filled in, because when populating this field, it indicates that the Hold Criteria will be applied to multiple OUs.

1. Go into the responsibility: Order Management.
2. Navigate: Orders, Returns > Order Organizer.
3. Tools (menu) > Create Hold Source.
3. Enter Hold Name.
4. Hold Criteria = Item.
5. Enter an Item Number in Criteria Value > Enter 'Item'.
6. Operating Unit = blank (The OU field in the 'Applicable Also To' section should not be filled in, because when populating this field, it indicates that the Hold Criteria will be applied to multiple OUs).
7. Retest the issue.
8. Migrate the solution as appropriate to other environments.
