之后在要调用的位置调用函数
TIM_GetCounter(TIM4);就可以获得当前计数次数
读取数据之后将计数值清零,用于下次重新开始计数
TIM_SetCounter(TIM4,0);
频率就等于获取的计数值除以计时时长。
