[INS-40719]IP address configured for Single Client Access Name(SCAN):test-pdb.xxxxxx is already assi

原因是SCAN分配的IP被占用，因为我是配置在DNS，所以修改DNS中对应的IP为未使用后关掉OUI重新安装OK
