Symbols server

1.Create a symbol server only contains the symbols for the system files.

2.Make IDE downloads the system symbols automatically when debuging.

3.Make IDE downloads the missing bin files when debuging a dump file.

4.Download system symbols and use symstore.exe to add the symbols to smybol server.

5.Make symbol server contail produce bin, and make sure the IDE can load the DLLs in different version correctly.

6.Make symbol server contail produce symbol, amd make sure the IDE can load the symbol correctly.

7.Make a tool to do previous work automatically.
