It depends on the actual version.

You should focus on the documents for Support Status and Alerts, where you can look for product availability and known issues:

11.2.0.4 Patch Set - Availability and Known Issues (Doc ID 1562139.1)

ALERT: Oracle 12c Release 2 (12.2) Support Status and Alerts (Doc ID 2239821.1)

ALERT: Oracle 12c Release 1 (12.1) Support Status and Alerts (Doc ID 1565065.1)

As already mentioned, there is no list of bugs by version.

So it looks like we can't search for all the bugs given a specific version. But based on the wording, we can guess Oracle *is* creating such documents for a given version. I find that for versions 11.2.0.2, 11.2.0.3, and 11.2.0.4, the document is called " Patch Set - Availability and Known Issues". The above answer gives the documents for versions 12.1 and 12.2. It's possible that future documents will be titled like "ALERT: Oracle Release () Support Status and Alerts".
