解决springmvc.xml 报no declaration can be found for element ‘mvc:default-servlet-handler‘错误

原因

  scheme引用错了    idea 自动生成的spring.xml的默认scheme只是基本的约束还有的约束需要自己添加 

解决方案 替换掉默认约束
